Photoshop help.?

Kay well I used to be like omfg amazing at photoshop and I still kinda am but Im a bit rusty. I forgot alot of the color stuff.

Does anyone know how, or have a tutuorial that can show me how to make a photo this color. Or a color sorta like this. Its not exaclty its normal color yah know haha. Its got like a tint of blue or some ****.

Open picture in PS

Image-Mode- Lab Color

Open Hue-Saturation

In the EDIT box select BLUES

Click on COLORIZE and PREVIEW in lower right hand corner of the window

I tried HUE 175

Saturation 48

Lightness 4

Go to Image/Adjust/Color Balance. You can tweak the colors there.
