The full Adobe Photoshop is worth it if you are a graphic designer. If photography is just a hobby then you should probably stick with what you've got. A good consumer version of Photoshop is Photoshop Elements:

As the universal saying goes, "it depends". Depending on what you're going to use it for will dictate whether you want to change. Photoshop is more widely used than PSP 9 and consequently, you're going to find a lot more people who can help you use it. However, the program is very complex and has a little bit of a learning curve. If you're comfortable with starting over and learning a new program, it will definitely be worth the investment, especially if it's a program you're going to be using professionally.

If you're more of a hobbyist, as a fellow answerer above suggested, it might be more beneficial to just stick with PSP 9. I've linked a few sites below where you can find out more about the program.
