just when u open the program
view and Begin to click on "window" and choose the toolbox u want it will appear to u and u can use its tool
but photoshop is designed .. that u when u select a tool like Brush its controller is appear with it automatically .. and that's the best way .. to not have many buttons .. and u cant control it

I don't know if that's possible. Try changing the resolution of your screen.
