You didn't say what version of Photoshop you have.

In CS3 there's an easy way to do what you want.

1. File/Save for web.

2. In the Save for web window, click the arrow to the far right of the preset dropdown, which will be for the Optimize menu.

3. Choose "Optimize to file size".

4. Enter your desired file size (200 K).

when you "save for web" lower the quality.
Two ways, you can go save as and make the file type a jpeg and click save. Then it will give you a quality window, the higher the quality the higher the file size. You can see the file size at the bottom. Slide the slider down and the file size will go down but keep in mind this will lower quality.

The other way would be to make the image smaller, you do this by changing the image size but right clicking the bar and then clicking canvas size. Making this smaller will make the picture smaller but the quality will still be just as good and the file size will get smaller.

(i suggest the first option but it depends on whether the quality is important for you).
