Try creating a new vector image and using the airbrush (at about 5 px or so) and draw each strand. takes a while, but well worth it. randomness coupled with basic form following is the key here. dont be afraid to draw outside the lines. ALSO- change hues every 3 to 5 strands. (keeps it 3rd dimensional).

Do you have the Creative Suite or just CS3? Honestly, I would recommend getting Illustrator CS2 or CS3 because of the live trace feature which would basically automatically "vectorize" it for you. I know that this is not the answer you are looking for but just a suggestion. If you can only work with PSCS3 then might I suggest looking through a couple of these sites for some tutorials:
